If you set the Lip Follow attribute back to zero and rotate the jaw around, you'll notice that there's no effect. Slide it up to 1 and both lips slowly move back up to their rest positions. Slide it down to -1 and they move down toward the chin. This is a useful attribute for animating a "stiff upper lip" while talking, or animating the value as the lips open to give them some "stickiness", like when you haven't had a drink in a while.
